Avatar staff provided risk assessment expertise to Rettew Associates, Inc. in support of the Philadelphia Water Department’s Closure Plan for the inactive sludge impoundments at the Northeast and Southwest Water Pollution Control Plants. Avatar performed a human health risk assessment based on exposure to contaminated sludge impoundments for the current and future uses of the site following the Pennsylvania Department of Environmental Protection (PADEP) Act 2 site-specific standard. Exposure scenarios included a site worker and trespasser. The exposure pathways of primary concern included the incidental ingestion and dermal contact with sludge in the impoundments. The site-related chemicals of potential concern included PCBs, PAHs, pesticides, and metals. The results of this assessment indicated that the risks to a site worker and trespasser are within or less than the acceptable risk range. This assessment provided supporting documentation for the decision to close the impoundments without the need for remediation.
